In 1996 the second channel of the Armenian television separated and became a separate program. Robert Mavisakalyan was appointed director of "Nork" television. Within a short period of time "Nork" was able to attract the attention of the bulk of the audience. Analytical information programs were being launched. "Lurer" (News), "Zhamanakachap" (Metronome), etc. Fresh air is brought by the youth-entertaining programs of "Art 13" TV company - "Late at night", "Sketches", etc.

In 1995 changes took place in the management structure of the television. Ministry of Information was founded in July, which included in its structure the Radio and the Television, department of publishing, "Armenpress" state news agency, "Haymamul" and "Parberakan" publishing houses. According to the President's decree dated July 26, Hrachya Tamrazyan was appointed Minister of Information. During the one year of its activities, the Ministry succeeded to partially recover some separate units of the system, correspondent stations were opened in the USA.

"We had many programs, however, they were mainly left unimplemented. The biggest problem was the financing. Allocations from the State budget were insufficient for implementation of those expensive programs needed to satisfy the needs of the television,"- Hrachya Tamrazyan, the first and the last Minister of Information details. By the end of 1998 the second State channel, "Nork" television, was closed. Almost the entire creative group transferred to "Prometevs" private TV company.

"It was 1995, we were fulfilling our military service in the "Zinuzh" program of the Department of news and propaganda of the Ministry of Defense. Seyran Shahsuvaryan, Head of the department decided to create a small TV studio, that would not be limited to military programs. For us, the youth, this was a unique opportunity to express our ideas, to realize our creative potential. The idea was supported by Vazgen Sargsyan, the Minister of Defense at that time, "- Director Hrach Keshishyan tells about the history of "Art 13" TV.

-If it was not the freedom we have been granted during those years, it would have been hard to do what we have done. For those years, we brought fresh ideas to the broadcasting. Even today, when we look back at what we have accomplished, there are many good things, that can be done the same way. There was enthusiasm, love in our work. There were more emotions than professionalism, but it was successful. Those were the people who simply wanted to do something. All of us did what we could: starting from operator's and illuminant, to proof-reading and editing.

Initially, we were using the equipment of the Ministry of Defense, later, when in 1997 our military service was over, "Art - 13" and its members separated, we started to acquire our own equipment, became a separate entity, a separate producing studio. We were preparing programs for "Nork" TV, then also for the first program, and then started production of video films.
